My hypothesis is that these climate activists are paid to block roads in order to propagate legislation that will allow for the arrest of protesters who impede traffic. And that this will give the state new weapons to better combat inevitable future protests (e.g. the truckers, farmers etc.)

More or less how ive felt about the smash and grabs and violent protests, something seems unnatural.
Already happened in South Australia, $50k fine or jail term for obstructing a road. Could be applied to almost anything.
