also, this is a very simplistic view of the network. because nodes can and does effect miner behavior as well.
also, OP_RETURN doesn't stop inscriptions, filters that core doesn't have does.
in reality 2 years ago core didn't merge the updates to filters to stop inscriptions taproot exploit, which caused utxo size to explode in the first place. you can argue if it was on purpose 👃 or not, but thats for another time.
You have gotten stuck at #3. Try to keep up.
Filters can slow things down, but you cannot stop it. And because you cannot stop it, more and more people will run alternative clients without the filters
There is not enough space on L1 to onboard the world. Devs are trying to build L2s that actually work. If you want to decrease the L1 blocksize, ossify, AND separate money from the state, drivechain is the answer
