The purpose of the message isn't about why people do this; the purpose of the message is the irony of the women doing it claiming its empowering. So not sure why you're expecting an answer to that big question, which isn't represented or brought up in the clip at all.

The point of the clip, as stated at the start, is that women who do this claim that it's empowering. She illustrates the irony, then draws additional conclusions.

You're right about her outfit being ironic though.
