Could content discovery be aided by clients suggesting hashtags to use when notes are created? Apart from popular ones like #grownostr or #plebchain I often don't know what exactly to tag or follow.

I do, then find I'm the only one to have ever used that hashtag, lol.
If you are out by one letter you will miss the crowd. For example 'introduction' vs 'introductions' there is also 'welcome'.
Suffixes like 'str' or 'chain' also make popular hashtags not intuitive.
I think it can suggest to turn words into hashtags while writing a note if the hashtag is already exist.
Like if you are writing gym the client can offer to change it to #gym
