Probably because at that point it was clear what people were going to use bitcoin for.

The design facilitated independent transactions, a decentralised ledger. Its application would naturally follow from that capability.
Sure. But Satoshi had the notion for the common people. Not the "elite". The design couldn't filter that use out on its own.
