To attract the best builders you have to create a culture where builders are celebrated.

Create an intentional culture of positivity towards improvements being made.

If you ask "why haven't you yet" the truest answer is always "because we were doing something else".

Do your best to prioritise well, sure.

But most importantly celebrate the things that are getting done.

More is getting done than you realise. If you don't stop to acknowledge it then your builders will go and find someone else who does.
