Why not just put the start9 on Tor?

My other RPi 8GB +2TB SSD Umbrel managed to download and install the nostr:npub1jg552aulj07skd6e7y2hu0vl5g8nl5jvfw8jhn6jpjk0vjd0waksvl6n8n liquid blockchain, but broke immediately after a reboot.

I think what you're actually asking is "How practical is it to access services like NOSTR and Mobile wallets via Tor?"
and the answer is it's possible, but a miserable experience.
A private VPN is much faster and more stable.
Even from desktop, using a Tor browser is a compromise and not a pleasant experience.
So no, I wouldn't try to make a lightning payment IRL using a Tor connected wallet, nor would I use NOSTR over Tor by choice.
