I still don't know what OLAS is an acronym for, but I have finally discovered the instagram like NOSTR app that it refers to here:

It means waves
Olas is waves in Spanish
OLAS in Spanish means wave
In order to use OLAS , you really need the app, the website is not fully developed yet
