Long time ago! They paid farmers in the Azores not to produce milk for example! One between many! Central Europe remained the center of agricultural production so if you live there you almost don’t notice but they subsidized some countries to produce and others not to produce the same product! Does that even make any sense unless you want full control?

Not directly. But leveling the exchange made Germany (and France a little too) stronger and the rest weaker.
