why do both of y'alls lists lack any mention of how things are going to get paid for?

Because if we leave the state licenced company model and enter protocol development funding becomes secondary to ones community goals.
If the community dearly wants something with or without funding it will make it happen.
projects do not last long term without a funding model.
just saying if "the community" wants it it will happen is hand-waving.
Monero is a pretty long term project, don't you think.
SimpleX chose a state licenced company model, which shows they have no clue about the world is currently run. They even took money from Gates, Bezos and Zuckerberg. Now they fear compliance risks by integrating Monero. They were contributing to their downfall the minute they took VC money despite the community giving signals that this could be funded directly.
SimpleX can be run on your own server, we need some devs to maintain the code which could be easily funded like Monero.
