congress.gov/118/bills/s686… there is a new bill S686 the U.S. congress has before it. I suggest you read it carefully. If this bill passes, Congrees or many agencies will have the right to determine if in "their" opinion if an app is to be banned.

If an app is banned there will be stiff penalties for using code.

Free Speech and your rights to be citizen free as granted by the U.S constitution will be questionable.

With this bill NOSTR could be determined a state threat and therefore illegal. I hope I'm wrong or this never passes because it doesn't look good for a free society.
