From what I've heard yeah. Haven't seen it yet, but coming from multiple sources they confirmed a VATS like space ship combat where you target systems and shit like that.

they could have just ripped off the combat in freespace 2 (1999) and it would have been perfect, right down to targeting subsystems with fighters/bombers to disable engines and clown on destroyer class ships.
