EVERYONE I try to chat with on Signal doesn't receive Signal notifications, are they blocked by default? Under the disguise of battery optimization or something? All normies with normies phones, normie Signal installations through Google Play Store. It's beyond ridiculous at this point, I rather send emails.

Are you using Samsung? It might have a different battery optimization settings that block notifications through websocket but if it's all default with Google it should use Googe Services for the notifications.

Second more basic issue is that you could have disabled them by mistake. Double check all permissions and settings of the app and of your system.

My notifications are all coming through, it's them. No idea what phones they use but all their Signal apps seem to be battery optimized aka always put to sleep by default.

Ok sorry I misunderstood. I guess it's a new update that's getting more agressive on notifications going trhought. But unless most of your contacts use degoogled phone or Molly, I would not understand why it's not using GMS either.

I hear the same about people's Telegram installations. I guess they're not using these 'alternative messengers' daily and very quickly the apps' services are switched into permanent hibernation and aren't loaded on boot. That means more negative experience which eliminate the appetite for an anything but good old WhatsApp for good. I found that the modern normie has absolutely no clue what's happening in their phones to the point they don't ever enter the settings. Talking about pretty much every age range at this point, I work with a lot of people from all generations.
