If you get a scholarship then you can try and come here ! But be cautious with your expectations! I have some countries on my mind but I will need to visit them and live there first ! Definitely not South America !

I've heard Paraguay is a nice residentship. No need to stay there full year, but isn't the worst.

For full time living... Idk.

If you're not a citizen, the prospects of getting work visa after the graduatiation for being able to stay are pretty slim nowadays. Little better with MSc in STEM, but still quite a tall order.

So think twice about what are your plans after the school. It still might be a great option in certain cases. But long gone are the days when uni was a good stepping stone to the US.

Nowadays this is much more easier: go to Mexico then jump the border, get the benefits, work authorization 5+ years. No need to go pay $160 consular fees, have the interview, and maybe come here and pay the tuition, then find employer who can file for the H1B etc !
