I believe that relays like these already works. For example mostr.pub, which mirrors fediverse accounts to Nostr.

right. And you could also create paywalls this way ... not sure if there is a nip for that.

you could also pay someone for filtering shit that matters to you. Possibilities are endless

I think it doesnt require nip. You simply allow connection after the payment. Nostr.wine relay is already paid.
