It doesn't uses location, but Android includes access to location and access to Bluetooth in the same permission

I think that potentially, Bluetooth can be used to sort of find out your location. So maybe they prefer to make it explicit as a general 'Location access' permission
Makes sense. 802.x are widely used for geolocation purposes.
