But basically as I understand it, he claims that a tribalistic, local-strongman-slash-elder model of authority is always tending to re-emerge.
I don't necessarily agree on the specifics of what the natural order is, but I think the breakdown of fiat and breakup of mega-states will allow other forms of order to flourish
