There is only one thermostat for my apartment building and I don't control it. The heat is on, it's just not turned up high enough. The temperature outside dropped 40 degrees in the last 2 days. I'm leaving for work soon anyway so I'll wait until I get back home to turn the oven on for a few hours. It's 57 F in here this morning.

There are minimum temperatures set by law. I don't remember exactly what they are, but definitely higher than 57!
There's a way for you to legally not pay rent until it's resolved. Just DYOR to do it the proper way.
Oh I'm aware. Last winter when the building heat was broken for almost a week I sent the property manager an email and cited the actual state law that said this. The heat was fixed 12 hours later.
Damn, one thermostat for the whole building.
