Presumably they're paying a dog tax that they'd like to stop. Otherwise, yeah...
Nope. They were talking about dogs their families had lost. Most of which had to be euthanized or otherwise had a vet involved. But one died naturally. Hence the line of questioning, if the vet doesn't report the death who does?
In the US even in places that have dog licensing, the supermajority of people ignore it.
To remain in compliance with new lockdown measures, please report all bowel movements to Ministry of Waste Management within 5 minutes of the occurrence.
In many countries you pay a dog tax so if they complied and registered, it would make sense to announce it's now dead.
