Yes, that's right, bitrefill doesn't use a centralized intermediary and wallet-to-merchant-wallet payments are not regulated yet (nor is there a timeline yet).
I use Bitrefill often myself, but it's not very convenient and unfortunately there aren't many e-shops there. But yeah, vouchers and cash... those are our last methods of maintaining privacy in the context of payments in the EU.
