Monetary reforms are rarely announced before including all the details. It usually comes as a shock. The Czechoslovak president was denying any monetary reform just a day it happened.

So next time someone says that some properties of digital euro are "conspiracy theories", please note that the difference between a conspiracy theory and reality can be the next day.

I suppose that how this happens in reality will be something like:

1. introduce digital euro with fancy apps and features

2. reduce the role of cash even more, migrate everyone to the digital version

3. edit the config file of the cbdc on the server to go through reporting and approval process, or do straight monetary reform
