How I see it:

People, that empower loyal people are improving the problem of corruption.

It is not important, if taxes are cut. The only important thing is who pays the taxes and who profits from them. As long as there is government spending, someone will pay taxes.

30.9% Healthcare: Personal Health -> good energy -> high productive potential -> great economy -> flourishing companies

16.4% Department of Defense: Stability and defense of property -> Who has more, profits more from these spending. Every poor person can migrate anytime. They have nothing to loose. Rich people have companies, houses and land. All these assets can not move therefore they have to be defended.

15.8% Social security: Every worker profits, since it helps stabilize income over his lifetime. It gives security during illness, accidents and when older and the body does not have the ability to be as productive anymore.

36.9% rest: The rest I do not understand in detail. But lets assume every person profits equally from it.

Based on these government spending, I think it is reasonable, when the first 47.3% should be payed progressively, means more income results in higher percentage to pay. Since increased monetary wealth increases the need for these spending.

15.8% by all working people, to have insurance. (open to discuss what level of insurance is obligatory)

And the rest 36.9% would be split equally on the income. (everyone pays the same percentage on their income.
