It’s a gerund. Thus, it’s a noun.

It can be used as a verb, too, of course. Also can be an adjective or adverb. Depends on context

I’ve been known to ponder linguistics over freshly made synonym rolls, just like grammar used to make.

Re-reading the way I wrote the definition, and turns out you are correct.

I said “Orangewashing is to attempt to…” which is a verb definition.

Had I said “Orangewashing is the attempt of…” then it would have been a noun definition.
