My question is this: If you send bitcoin to the Genesis Block Wallet Address are those bitcoin forever unavailable to spend because the 50 BTC genesis coins are unspendable.

the original output isnt spendable as its not in utxo set. subsequent to the address are valid utxos to spend if one has the private key

It's a burn address up until someone figures out how exactly how Satoshi started up Bitcoin.
