The paradox utxo, is that your video clip is also confirming that those caught in such massively heavy Toronto traffic are overwhelmingly civilized, cultured, and in full control of their faculties. It simply looks amazingly orderly. Everyone is sub-conscientiously conforming / cooperating with everyone else.
At the other end of the spectrum there will be roads in South Africa, South America, the Middle East, India, and perhaps certain States within the USA, where similarly heavy traffic on certain routes can reliably elicit very different behaviours: inappropriate and overly aggressive driving that soon triggers accidents and yet more chaos.
