I'm in the same boat. There's a whole swarm of people reporting the same since maybe 4-5 years ago, Google Play Gift Cards just don't work for some reason. I still have my $10 GC from TBC and there's nothing that anyone can do about it. You can submit all the claims you want, no one will ever care. Go figure... Such a scam.

You probably need to actually change the country your Play store account is attached to. App store geofencing is one of my biggest pet peeves.
