Funny enough this was kind of my plan B in the corona era.

If they were going to mandate a contact tracing app my phone wouldn't have been compatible with them, and then if pressed i'd ask the officer to help me install the app because I can't figure it out. Navigating the Ubuntu Touch interface would have been hard for them to do.

Policy bringing threat amplificarion in one area is driving people to make tradeoffs for threats in others. Dumb phones are minimal on some kinds of data but the tradeoff is plain-text readability by providers in every other respect.
