The way you put things sounds a bit like machiavellian manipulation, but I think I get the point. From family and community to a larger culture, all reinforce their preferred behaviours and wills in people.

Choosing a source of indoctrination as better than any other(ie, community, family, culture) is arbitrary or part of the pre-existing indoctrination.

State or otherwise, if humans can be programmed what's the threshold for free-will?

It's an easy to setup self-hosted git server. It's pretty similar to github but obviously doesn't have some of the newer AI features. More privacy focused, of course.
