If there is no mutual benefit, and/or no pain for kicking up the agreement, one side will be always incentivized to kick it up.

The problem is the incentives. If the people who control it, has no cost attached but only benefits, they will do it. This is an "unequal equation" that is not going for equilibrium.

Doesn't sound like much of an attack to me but a malicious coordinator playing with parameters in a legal range that are free to control and clients just accepting whatever the coordinator says.
