Depends. If the community has treated me well and I can afford it, I'll be at the station personally authorizing each pump, it's price and the amount to be pumped. My employees will get 'hazard/disaster' pay as well.
Some may get unlimited gas for free. Some may get no gas at any price. Some get rations to get out of the area at a high price.
Disasters and local communities are personal. I'll give a highly personal response.

Surely having no perceived vice in my home is okay. If a small community of say 20 families all agree they want no porn in their community to protect the perceived harm from their families (adults and children), that seems okay as well. Is it a question of scale?
If our major laws must be (or tend to be) nationwide in scope then the surest way to keep some vice from my community is to keep it from all communities.
The moment some 'outsider' brings porn (as we see it) to my small town and meets resistance, the larger state tends to rule against my community. The best defense is a good offense, if you can build the political power.
Perhaps this is at least part of the drive to exert power beyond one's local community?

You only see podcast and music related content on the feed in Fountain. You see all Nostr and Fountain related content in say Primal.
Is that correct? And I assume my Primal feed will only contain Fountain content where I comment, follow, zap ect on Fountain?

Stage one. Welcome. Get keys. Understand key basics. Pick a/some clients and here are some suggestions to start.
Stage two: You're here. Explore. Learn about relays and pic a few good ones. Oh... get a wallet.
Stage 3: Now we're cooking.
Understand some features and options. Different Nips for different things. Finding relays and clients that support them and setting things up.

Not complaining, and I'm learning/growing but.... negentropy means nothing to me along with knowing which relays support what Nips and exactly what that means for my use case(s).
I'm sure my experience will improve as I figure those things out.
So, for instance, I first need to know what a thing is, then which nip applies, find a relays and client that supports it then configure everything for it. Correct?
I'm still at step one on most things.
Originally many said to have a bunch of relays. Now I think it's better to have a few (2-4) popular free relays and 2-3 good paid relays. Plus your own private node/relay where possible.
Which ones? It's early, quality and service could change quickly. I think trial and error will move you forward better than anything. Start with name recognition and go from there.
I'm agreeing though, 10 plus relays could be more problem than solution.
There are many views on this for mitigation or establishing fault. Like many of us though, I come to, 'okay... okay. Not your fault. Still your problem and your responsibility to fix it for yourself and your people.'
