1. Could be handled by marking the contact list as revoked or by created a revoked note. Clients and/or relays can ignore all further notes from that key if there is a revoke note.

This would prevent outright spamming of relays with random keys. But I guess attackers could still spam afterwards. Maybe they should get put in timeout if they post too fast after signup.
relay registration idea: you pay with sats like expensive-relay or you do at least one post that has at least 30 bits of PoW
