I had to manually fix the `/etc/sources.list` to the one provided when you change your ubuntu software settings to "server for kazakhstan" and pasted it into place and voila, everything works like normal. No problems getting to russian IP addresses but somewhere along the line the backbone is dropping packets from almaty to Canonical's servers, probably in the USA.

To me, it smells like impending DNS root failure is in the offing in the near future. Hard Forked Internet... Massive partition, which will probably be called the New Iron Curtain and this time it's the "Allies" who are behind it.
