True. Well as a start you could create test material (no lessons, as we expect those who join to already have knowledge) and ask someone to store it on their relay. Then, you could ask the devs of locus how to integrate their method of location sharing in an app. Create a nostr bounty with some bitcoins to incentivise development of the app requested. This is the online part.
Offline part would be to set locations to meet up for free. Using the result of the test (passed) and a practice talk to check if they are experienced enough to be let in. Financing this would probably require that productivity is done while staying there. Like painting or keeping the streets clean.
In order to not grow into a cult, those groups should be public and engage with surrounding sporters in a positive way.
