actual growth will come when people discover us, join, find connections, and genuinely want to invite others to join them. Nostr users are incredibly welcoming to new users.

What defines an active pubkey?

Posting? Reacting? Following? Request stuff from a relay?

Coming from traditional social platforms where the participation is heavily induced with unfair psychological practices, I don't think it's necessarily bad if users gradually decrease a little the weekly activity.

Of course I would like to see new users join and stay, with a moderate attitude.
