Ich glaube es ist eher so: um die linke Hälfte der IQ Gauss-Verteilung halbwegs zu managen, müssen viele Regeln aufgestellt werden, die denen auf der rechten Seite (die etwas besser bestückten im Schädel) mächtig auf den Sack gehen, weil sie oft sinnlos scheinen. Da aber gleiches Recht für alle gilt, werden diese Regeln auch in erster Linkie für alle durchgesetzt. Wohl wissend, dass es Wege drumherum gibt (für die Schlauen, und daher ganz besonders für die Eliten). Also: wenn man wirklich will, und weiss was man tut, dann kann man die Regeln natürlich ignorieren. Aber wenn alle die Regeln ignorieren, dann wird's insgesamt sehr schlecht aussehen. Weil die Depperten ja eben *nicht* wissen, was eigentlich abgeht, und daher nicht wissen, wann welche Regel ignoriert werden kann.
