It's still a small amount and raspi's aren't appropriate for an LN node outside learning. Every noderunner I've known has moved on to an old laptop after a few months of running an rpi. The speed and stability just isn't there.
phones have had these sorts of emergency broadcast things for ages, I'm honestly surprised you haven't encountered it before. Either way, it's easy to dismiss and only happens on occasions (usually when there's actually an emergency you'd care about)
