I have had this very conversation with my acquaintances in Japan. If a grown woman has a preadolescent body, does that make you a pedophile? Or if a minor has a woman's body, does that make you a pedophile? The simple answer is that if they are under 18 and without parent consent you will go to jail.
Also I agree that children shouldn't be sent to war. My dad was sent to Vietnam frontline at 19 years old.

As for sex crimes, it is only a number game based on when the majority come of age. Yes, there are exceptions and many states are flexible with parental consent.
More importantly I think the definition of a minor is outdated and should actually be extended into the mid to late 20s. Don't take this as an insult to your generation. Chickens develop fast and are stupid birds, but crows take years to raise and are very intelligent. Slow and steady wins the race!
