Ted knows the playbook. If he admits that it's not ok for Israel to spy on the US president then what would happen to a spy if it were caught? Clearly the US would not treat an Israeli spy the same it would a North Corean spy. They'd probably just never catch the spy in the first place so Israel can spy under their noses.
