Some fluctuations are expected especially when starting up after being off for a while. That said, once it gets up to speed and finds its sweet spot, it should run right around the expected hashrate. If itβs dropping by half for periods of time, that would suggest a bad hash board, overheating, malfunctioning control board, bad chips, or possibly network issues staying in contact with the pool.
Where are you reading the hashrate? From the ASIC, management software or the pool?

I mined on flare gas in Wyoming and the red tape involved to receive approval to operate at the site was ridiculous. They had no other means to deal with the methane, but it didnβt matter. 
Personally I donβt care. People should be able to run their operation any way they want and more block rewards for those that will mine.
