It is possible to have a custodian but not without paying a reasonable fee. Exchanges don't even have custody of their own coin.

Don't get me wrong, I am all for airbags and safe AIs, especially when it comes to children. But in terms of competetive advatage, you either make sure that literally nobody has access to the otherwise useful tool (including its creators to the last individual, not to mention any governmental institutions and especially any enforcement agencies), or if that is impossible, you find other ways to deal with it, such that do not include putting anybody at a disadvantage.
