Yeah, that’s a horrible metaphor from a guy who doesn’t understand how Bitcoin works and needs to resort to metaphors and memes to cover up his lack of technical knowledge.
The goal is to scale Bitcoin and make it private. Every alt justifies its existence through a shortcoming of Bitcoin’s. Why not put everything on a Bitcoin sidechain and bring back all the economic activity to make everyone pay BTC fees to the Bitcoin miners?

How can Bitcoin covenants get used in an evil way which harms Bitcoin?
According to Blockstream head of research Andrew Poelstra, some government agencies can put themselves in the middle to condition the release of funds. Basically, users wouldn’t get their money without government approval.
This would increase the whole gap between “whitelisted” bitcoin and “black market” coins.
However, Andrew Poelstra also believes that the concerns are overstated and the benefits of covenants on Bitcoin outweigh any drawbacks.

Are Bitcoin covenants scary?
Back in 2010, Satoshi Nakamoto disabled OP_CAT – one of the opcodes that could be used to create covenants.
Today, the most popular proposals are CTV and a diminished version of CAT. Are they dangerous for Bitcoin?
According to Blockstream researcher Andrew Poelstra, the threats are overstated and the benefits are much greater than any possible drawback.
Covenant can help the Lightning Network scale, can improve the power of BitVM, and can enable proper two way pegs to create trust-minimized sidechains.
