The tax money was already withheld from my paycheck by my employer and remitted to the Govt. Why does anyone need to file at all? With some refinements, we can have brokers and banks withhold taxes on investment income and remit that piece to the Govt also. Maybe you would only file something if you were over-withheld and you want to claim a tax refund.
