That's the confusing part. They don't have proof but because Cobra didn't show up, to stay anon, they ruled against him.

No idea, but the issue was that Cobra didn't attend the court hearing. He was trying to stay anon and the judge ruled against it. The UK legal system is beyond fucked. One loser can lose multiple times in court but still win somehow.
