Even prior to Nostr one could use Bitcoin to communicate ideas not just communicate the value contained in Bitcoin as an asset. But, I think you are right, protocols like Nostr may assist the social dynamics to better understand money and also help people better explore freedom of speech, resistance to censorship and operating outside of siloed systems.
A bureaucrat - whose incentives align with the status quo - should be assumed to be hostile to Bitcoin even if he may say something which appears to be favourable to it.
