I enjoyed Roadside Picnic and wanted to see why it took them more than 25 years to publish The Doomed City.

As much as I'd like to be a major rescue shelter for northern breed dogs, I have a lot of irons in the fire.
As such, I can only handle two rescue/retired/special needs dogs at a time.
Each one has left a beautiful, indelible mark.

Which is why small communities are far more likely to accomplish and maintain a system that will work.
Any larger system will fail in the face of human nature.
You are correct. "Reputations don't require enforcement"
But the system that tracks and recognizes them does.
Enforcement from and by whom and how is certainly up for debate, but it will require enforcement nonetheless.
Not enforcement of reputation but of the rules and methods by which it is quantified and tracked.
As with most things involving humans, it's complicated.
The simple answer that most supports a desired narrative is always going to be the one that simple minds run to and media will push for their own gain.
A lot of different moving pieces are vying for their own gain and interest.
As it's always been.
