Yes. Bitrefill had a bill pay service I used to pay my water bill, groceries and just about everything else except my mortgage. Unfortunately, they discontinued the service, but this would allow me to do it again. In 2015, Coinbase had the Shift Card that was like a bitcoin debit card. Although I would be richer if I did not use this to buy Diet Mt. Dew and random crap at Best Buy, I still want to live on bitcoin and something like the Shift card would make it easier to do so.
