This is because governments block DNS as a way to "turn off the internet"

The concept is not the same. If you want to relate it to anything Bitcoin related, it would be akin to the mempool, which is also not a global state, has no consensus, and is not a blockchain (though in the mempools case, those txs WANT to be part of the chain)
