We've considered it and have a backlog item for it, but definitely low priority versus all of the badass Bitcoin stuff we want to do first!
No, there is not any plan to change that model.
As the person holding Passport could simply send all funds anyways once you've put in the PIN it's a bit of security theater to require the PIN for any of that info again!

While Passport has always been reproducible, we've been hard at work recently improving the documentation and process for reproducible builds.
