I find it contains more wishful thinking though, where Norway seems to be taking more concrete steps. Though neither side is directly negotiating between Hamas and Israel. Without involving those two parties directly I don't think rockets will stop firing or hostages start getting released.

The Norwegian press release on their recognition of Palestine is more nuanced than you might expect will all the noise out there. The devil is always in the details with diplomacy, but e.g. they recognize the PLA, not Hamas, and they refer to the Prime Minister rather than the (afaik far more authoritarian) President.

Even if he changed his mind (he does that several times a minute, depending on where the money is) he will only support NGU technology.
