I'd create a new wallet using bip38 encryption, record it in a disposable email account, get to where I'm going, log in to disposable email account, take key, decrypt and move to a fresh wallet

sure, that is a possibility. but there's no reason you can't transfer it to steel after arriving at your destination. anything you bring physically could theoretically get seized, therefore not having anything physical is ideal.
